A build of water on the soil surface reduces the erosivity of raindrop impact.
RUSLE2 captures this effect using the variables of 10 yr EI storm and the steepness of the land.
The greatest reduction of ponding is for flat slopes where the 10 yr EI storm is large, like in the lower Mississippi Delta.
